Critical Incident Management Plan



Introduction

This Critical Incident Management Plan (Plan) has been prepared as an aid to Campbell University’s Critical Incident Response Team. The goal is to provide guidance to appropriate personnel in responding to with the consequences and aftermath of incidents and hastening the University’s return to normal operations in a manner consistent with the practical concerns, spiritual needs, and emotional reactions of students, parents, faculty, staff, and associated members of the community.

Intent

The intent of the Plan is establish a protocol especially suited for negating a myriad of adverse emotions and possible actions in response to a specific incident that causes concern to the campus community and is seen as being within the scope of the University’s responsibilities.

Critical Incident Response Team

The persons occupying the indicated positions are designated as members of the Critical Incident Response Team (CIRT). Deputies as determined by the particular member will be designated as Alternate CIRT Member and will be responsible for assuming duties of the primary member in the event of his/her absence. The CIRT is charged with the responsibility of implementing timely, comprehensive, and coordinated responses to critical incidents at the direction of the President and the cabinet. Members of the Campbell University CIRT are:

  • Vice President for Student Life (Chairperson and Coordinator)
  • Vice President for Marketing & Planning (Public Information)
  • Campus Life Assistant Dean
  • Campus Minister
  • Campus Safety Director
  • Counseling Services
  • Food Service Director
  • General Counsel
  • Health Services Director
  • Physical Plant Director
  • Registrar
  • Student Support Services Assistant Dean

The CIRT may be convened by the President, Vice Presidents, or any member of the team. A priority-calling list is located in this plan. If the situation dictates, as determined by the responsible party, the Dispatcher at Campus Safety may be called and directed to initiate priority calling to individual members and deliver the information to be relayed, i.e. an emergency called meeting to take place at a certain time or place.

AD HOC Members of the CIRT

Other members of the Campbell University community may be called as dictated by the specific incident. A flexible response menu is provided in this plan. It contains the names and phone numbers of the President and Vice Presidents as well as faculty, staff, student leaders, and local pastors with whom prior coordination has been affected concerning assistance in the event of a critical incident.

Primary Meeting Place

The primary meeting place for the CIRT will be the Trustee Room located in the basement of Taylor Hall. The Vice President for Student Life will provide administrative and technical support to the CIRT during its meetings.

CIRT Coordination Control

The Vice President for Student Life or his designated replacement will act as coordinator and facilitator for the CIRT and is directly responsible for maintaining contact with the University Presidents and Vice Presidents, advising them of intended actions and relaying their instructions.

Reporting Responsibilities

The Vice President for Student Life is responsible for providing timely updates to the President and Vice Presidents concerning actions of the CIRT. As a minimum the Vice President for Student Life will provide updates on a daily basis and more frequently as required by the President or individual cabinet members.

At the conclusion of the University’s response to the situation, the Vice President for Student Life is responsible for receiving input for and the preparation of a final report concerning the actions of CIRT. This report will be finalized and forwarded to the President and Provost not later than 15 days at the cessation of the incident. Final reports will be provided to all members of the CIRT for archival purposes.
