Policy Letter: #1 Safety

MEMORANDUM FOR CAMPBELL BATTALION CADRE AND CADETS

 

SUBJECT:  Policy Letter #1, Safety Policy and Requirements

 

1.  Safety must be first and foremost during all training exercises and events.  All personnel assigned or attached to Campbell Battalion are charged with reviewing every operation for safety conducting risk assessment and eliminating or reducing safety hazards.

 

2.  All training will incorporate the use of Risk Assessment and Management Program and training will not be conducted without the following approval authority for accepting risk:

 

Low-PMS, Medium-Brigade Commander, High-Not conducted

 

3.  The following safety requirements as outlined in CCR 145-3 will be implemented into all of our training events: 

a.        Incorporate the cadet buddy system into all training and other events.  Ensure cadet buddy teams understand the importance of individual safety over watch.

b.       Designate cadet safety officers to assist in planning and execution of training.

c.        Update them as lessons are learned.

d.       Check appropriate qualifications for instructors, trainers, drivers, lifeguards, etc.

e.        Require special or preliminary training of cadets prior to engaging in any medium risk training and conduct training in a progressive and sequential manner.

f.         Establish/enforce appropriate uniform and equipment requirements and prohibitions during training.

g.       Ensure the dangers inherent in a training event are known, the location and responsibilities of safety personnel, the location and use of safety equipment and materials, the type and location of medical support, evacuation plans and location of medical facilities to be used if evacuation is needed, and the emergency radio frequencies, call signs and telephone numbers as appropriate.

h.       Conduct Safety Briefings for all participants prior to and during training.

i.         Establish reporting procedures for unsafe acts, conditions and accidents.

j.         Conduct awareness campaigns before holiday periods and at times when a greater number of accidents commonly occur, pay particular attention to summer and winter recreational activities.  At a minimum, such campaigns should include reminder briefings given by cadre or senior cadets, visual reminders in classrooms and on unit bulletin board.
