MEMORANDUM FOR CAMPBELL BATTALION CADRE AND CADETS
SUBJECT: Policy Letter #16, Probation, Administrative Suspension, Leave of Absence (LOA) and Disenrollment
1. Reference: Cadet Command Regulation 145-4
2. The following unfavorable actions are used as proactive intervention tools to promote quality and development for Cadets:
Probation – is a warning to the Cadet when the terms of the contractual agreement are not met. All cadet entitlements will continue during the period of probation. PMS may use probation as a retention tool for non-scholarship Cadets. In exceptional cases, probation may be used for those scholarship Cadets who do not meet retention standards due to mitigating circumstances beyond the Cadet’s ability to influence. Otherwise, use the provisions of paragraph 4-7 (Administrative Suspension-Forfeiture of Scholarship Benefits) for scholarship Cadets.
Administrative Suspension- is the forfeiture of scholarship benefits for cadets not maintaining retention standards (e.g., academic/ROTC GPA, APFT and/or HT/WT failure, misconduct, etc.). It is the preferred tool to be used by the PMS (rather than probation). When a Cadet is placed on administrative suspension, scholarship benefits are forfeited for the period of suspension (school term). While on an administrative suspension, the Cadet is required to continue participation in the ROTC program under the scholarship contract and will receive payment of subsistence allowance.
Leave of Absence- is used to temporarily discontinue the Cadet’s participation in the ROTC Program. An LOA will not affect the period of benefits authorized. A Cadet may request an LOA for bona fide reasons and must make the request in writing using ROTC CC Form 131-R. PMS must place a scholarship Cadet on LOA when requesting disenrollment pending resolution of the request regardless of whether or not the Cadet is academically aligned. The LOA places the Cadet in a nonparticipating status, which suspends all scholarship benefits and subsistence payments.
Disenrollment- AR 145-1 requires initiation of Cadet disenrollment actions for breach of contract and other criteria listed in AR 145-1, paragraphs 3-43a(1)-(17). Sound leadership and mentoring may help avoid the requirement to initiate disenrollment. Therefore battalion cadre should closely monitor Cadet grades, attendance and interest. However, cadre should rely on the procedures within CC Pam 145-4 when disenrollment action is necessary IAW AR 145-1.
3. To invoke timely and effective identification of Cadets who may not be continuously meeting the requirements of the ROTC program, APMSs will brief the status of each Cadet within their respective program at the end of each term using the Bn Commissioning Forecast System (BCFS). This will proactively identify problems and incorporate as soon as possible, counseling and plans of action to avoid meeting the criteria for these unfavorable actions.
